Resolution No. 25

UNIVERSAL HEALTH CARE

WHEREAS, The current health care system by the measures of cost, quality and access is in virtual death spiral; and

The double-digit price increases in health insurance are unsustainable causing cost shifting to workers and the total elimination of employer based health care; and

Employment based health insurance makes employers uncompetitive with global competitors, all of whom have some form of national health insurance; and

The current health delivery system spends 30 plus percent on administration and does little to control quality and subsidize only a few; and

Low wage employers, led by Wal-Mart and setting the standard to deny health insurance as a paid benefit while shifting their workforce to publicly funded programs; and

The Wal-Mart strategy and other Big Box stores force their competitors to face unrealistic market conditions worsening the access to health care; and

Quality of health care is undermined by the inability of purchasers to hold providers accountable; and

The time has come to embrace universal health insurance as an immediate access, affordability and quality system.

THEREFORE, BE IT RESOLVED, That the Pennsylvania AFL-CIO, along with the National AFL-CIO, act to end the health care crisis by supporting universal health care.
